The control arms are responsible for the controlled up & down movement of the tires. Significant number of front-wheel-drive cars use lower control arm only, while larger vehicles like SUVs (sports utility vehicle) & Trucks usually have both the control arms upper as well as lower.
The control arm connects the wheel hub and steering knuckle to the frame of the car or vehicle. Vehicle suspension systems increases the connect or friction between the tires and road and this increased friction leads to better steering stability and control.
